A proposal to raze the former water treatment plant and in its place build an “amenity-rich development project” that highlights the city’s connection to the Red River sparked an 80-minute debate among City Council members Monday.

Specifically at issue was the expanse and scope of the project and not necessarily just the decision to tear down the decommissioned plant, which sits on prime real estate on the south edge of Grand Forks’ downtown.

During Monday’s Committee of the Whole meeting at City Hall, Matt Wetli, of St. Louis-based Development Strategies, Inc., presented the latest news on the proposal, which his company calls a “truly transformative project to redevelop the downtown water treatment plant site." The company’s goal was twofold, according to documents presented to the council: To create “a market-supported vision for an amenity-rich development project” and also “to create a district strategy that builds on the catalytic potential of the project.”

The Grand Forks City Council formally accepted the first bid package for the Altru Sports Complex. Next, the facility progresses to a June groundbreaking.

The council approved the measure during its meeting Monday night, after it had reviewed the bids, agreements and financing packages last week. Council member Rebecca Osowski cast the lone vote against it, citing her continued view that the project costs too much and is over budget. Even with economic uncertainties regarding national tariffs, the city generally has been happy with the competitive bidding so far.

For the interim financing, the city will draw on a line of credit with a 3.54% fixed interest rate from Wells Fargo. This method will likely save the city interest in the long run as it’ll be able to access the funds as it progresses, instead of a lump sum up front.

2. Church Influence on Marriage

2.1. Key Points

• Churches have certain biblical limits on what they can condone and accomodate when marrying people

• Rates of marriages done at churches has fallen from 41% in 2009 to 22% in 2017

• Some churches have requirements such as marriage counceling or lack of co-habitation

2.2. Discussion Questions:

• When churches do fewer weddings, they have fewer opportunities to participate in people's lives. While there are some biblical limits on marriage, is it harmful or advantageous for churches to add requirements beyond the bare minimum?

• In the old testament, when people had sex, they were married (Exodus 22:16). Why do churches shy away from marrying co-habitating couples, or couples having sex. Shouldn't they encourage them to marry right away?

2.1. Key Points

• Women have been put in important roles by God throughout the bible as prophetesses, active and gifted members of the church who worked to spread the gospel.

• No women in the bible ever served as priests

• 1 Peter 2:9-10 speaks about the church being a royal priesthood, but doesn't specify the role of women in the church

• Historically, women as pastors over a church is a relatively new idea.

2.2. Discussion Questions:

• Has the church been influenced by culture regarding the role of women, or did they have it wrong for 2000 years?

• 1 Timothy 2:11-14 points to creation as the reason women can't teach over men. In that context, how can this verse be dismissed as cultural?

• When taken together, creation, the examples of women in important roles in the bible (but not priests), and specific verses adressing how women and men should relate to eachother seem to create a narrative that men should lead both in a household and in a church. Do you believe that view is missing something?

• Various reasons were given for the eventual rejection: the church is too big, would bring in too many non-residents, the church is a "business masquerading as a house of worship," and it doesn't fit Chatham County’s “progressive, LGBTQ-friendly, and openminded atmosphere.

• When the Church's goals are to love God and other people, why is that unattractive to people - something they don't want in their community?

An attorney for Derek Chauvin, the former Minneapolis police officer convicted of murdering George Floyd, said Saturday that Chauvin’s family has been kept in the dark by federal prison officials after he was stabbed in prison.

The lawyer, Gregory M. Erickson, slammed the lack of transparency by the Federal Bureau of Prisons a day after his client was stabbed on Friday by another inmate at the Federal Correctional Institution in Tucson, Arizona, a prison that has been plagued by security lapses and staffing shortages.

A person familiar with the situation says Chauvin was seriously injured in the stabbing. The person spoke to the AP on condition of anonymity because they were not authorized to publicly discuss the attack. On Saturday, Brian Evans, a spokesperson for the Minnesota attorney general’s office, said: “We have heard that he is expected to survive.”

The Supreme Court has rejected former Minneapolis police Officer Derek Chauvin’s appeal of his conviction for second-degree murder in the killing of George Floyd. The justices did not comment Monday in leaving in place state court rulings affirming Chauvin’s conviction and 22 1/2-year sentence. Chauvin’s lawyers argued that their client was denied a fair trial in 2021 because of pretrial publicity and concerns for violence in the event of an acquittal. Floyd, who was Black, died on May 25, 2020, after Chauvin, who is white, pressed a knee on his neck for 9 1/2 minutes on the street. Floyd’s death touched off protests worldwide.

There is increasing evidence that the leak was not an intelligence operation by a state actor aiming to discredit the US, but more likely the consequence of a Pentagon policy of granting top secret security clearances to huge numbers of service members, civilians and contractors. The number of employees and contractors in the entire US government with top secret clearance is about 1.25 million.

However, the Washington Post said the teen member, who had been in touch with OG “in the past few days” had yet to be interviewed by any federal law enforcement officials by the time of publication on Wednesday night, even though the justice department began a criminal investigation and an FBI manhunt was launched at the beginning of the week. Fufeng bought land in Grand Forks to build a corn milling plant about 12 miles from the Grand Forks Air Force Base.

A Minnesota House panel is hearing testimony on a bill that would allow people in the U.S. illegally to obtain a driver's license, a long-held goal of immigration advocates that may gain more traction this year in a Democratic-Farmer-Labor controlled state government.

The “Driver’s Licenses For All” bill, sponsored by Rep. Aisha Gomez, DFL-Minneapolis, would remove the requirement for license applicants to provide proof of citizenship or lawful presence in the U.S. Minnesota created the requirement 20 years ago, barring those without legal status from obtaining a license.

The Supreme Court is hearing the case Monday of a Christian graphic artist who objects to designing wedding websites for gay couples, a dispute that’s the latest clash of religion and gay rights to land at the highest court.

The designer and her supporters say that ruling against her would force artists — from painters and photographers to writers and musicians — to do work that is against their faith. Her opponents, meanwhile, say that if she wins, a range of businesses will be able to discriminate, refusing to serve Black customers, Jewish or Muslim people, interracial or interfaith couples or immigrants, among others.

U.S. Senator Kevin Cramer says his opposition to the Fufeng project was known long before the review by the Committee on Foreign Investment in the United States.

Cramer says he was happy to support the request by the City of Grand Forks for the analysis. Cramer says while the CFIUS study will be useful – it’s not a definitive report.

Cramer’s says he first expressed his concerns about the company’s ties to China sometime last year. He discussed the opposition timing as a guest on KNOX’s “Critical Thought” program today (Thursday). “The question for Fufeng in going forward is do we want the Air Force to mitigate risks or do we want to minimize risks. I would rather minimize those risks and make Grand Forks the most defense-military friendly city in America to grow missions at the Grand Forks Air Force Base.”

Samuel Rose says he was raised by a devoted single mom who warned all her seven children to avoid drugs, alcohol and cigarettes. But when his high school friend urged him to try making vapor rings with a Juul e-cigarette five years ago, Rose figured there was no danger — vaping was billed as a healthier alternative to smoking.

Daily vaping made his lungs feel too small to power him down the football field. He worked 30 hours a week after school, largely to fund his habit. Though a minor, he was able to buy replacement e-cigarette cartridges and pods from young adults at his church who could buy them legally. The small device and the vapor clouds it emitted were easy enough to hide, he says. Still, the escalating addiction scared him, and he didn't like who he was becoming.

Today, 14.1% of high school students say they vape — but despite the rapid rise in nicotine use, the regulatory response has been slow.

Grand Forks Public Schools has launched a page on its website titled “Rumor Has It,” to combat the spread of false rumors across the district, according to its superintendent.

Superintendent Terry Brenner said the rumors, which have been circulating for more than a year, include claims that the district is storing litter boxes in its restrooms for student use, critical race theory is being taught and the district averaged a 17 out of 36 possible points on the ACT composite scores for the 2019-20 school. According to Brenner, the rumors are propagating both locally and nationally.

“These are false narratives that continue to be perpetuated by groups of people, for personal and political gain,” said Brenner. “I would challenge anyone who is responsible for promoting these false narratives to visit our schools, set up an appointment with our principals, and they will find these rumors have no credibility.”

Gov. Tim Walz confirmed today (Fri) that he told former Gov. Jesse Ventura that he thinks it could be one of the first bills he signs next year.

The U.S.' top worker lawyer plans to crack down on businesses' ability to spy on their workers.

"Close, constant surveillance and management through electronic means threaten employees' basic ability to exercise their rights," Jennifer Abruzzo wrote in the memo.

The use of workplace monitoring devices exploded during the pandemic. About 60% of large employers use monitoring tools today, double the pre-pandemic level, Newsweek reports. And white-collar workers' shift to remote work means millions more employees today are subject to so-called bossware: Software that screenshots the websites they visit, records their faces and voices, logs their keystrokes, tracks their locations and monitors their calls and text messages.

Pre-Write Abortion Ban Takes Effect in North Dakota

North Dakota lawmakers passed a bipartisan bill in 2007 that would outlaw abortion in the state within 30 days if the U.S. Supreme Court overturned the landmark 1973 Roe v. Wade decision. The high court’s Dobbs v. Jackson ruling in June triggered the 15-year-old legislation.

The clinic, which was North Dakota's lone abortion provider, sued the state in July after Wrigley set off a 30-day countdown by certifying the U.S. Supreme Court’s decision.

In the months that followed, Romanick twice blocked the trigger law a day before it was due to take effect, saying Wrigley's certification was premature. Wrigley has said he acted according to the law.

If the 2007 state law takes effect, it would make performing an abortion a Class C felony, punishable by up to five years in prison and a $10,000 fine. A pregnant woman cannot be penalized for performing an abortion on herself.

Abortions would still be permitted if the mother's life is in danger and in cases of rape or incest, though a medical provider may still have to prove in court the procedure was justified.
